Righty first off. if you want a kart you can put down (easily copy others set ups on the grid and know you can get parts at most tracks buy an OTK 2008 onwards kart. (OTK = Kosmic, FA Alonso, Exprit, and Tonykart, also Redspeed).
Make sure the chassis has had skid plates/chassis protectors on from new, so it isnt flat underneath along the front chassis rail and waist.
Make sure its got an OTK type N axle in it, as it will work best in 90% of conditions. and if its got an unknown axle it may not handle as good, and mean you need to spend out on a new one.
Get the yellow/mustard OTK rims with the kart, or at least a set of Douglas (should be black in colour) rims. If they have silver alloy rims the owner is trying to pass of some cheapo rims that probably wont work too great.
the other option chassis wise is Gillard, but theres a few differnt types and i have less experience with them.
Next option is engine. to be fair just get something rebuilt recently. forget all this 2007 2009 barrel stuff. justt check its been recently rebuilt.
Best advice is go to a kart meeting and talk to people and see if someone local will come and check a kart out with you.
