You said it runs fine for the first couple of runs, then feels "restricted" in the corners on the next, then won't rev on the straights in the next. That sounds almost exactly like the fuel level is too low (i.e. you haven't put enough of you pre-mixed fuel into the tank of the kart).
No kart will suck all the fuel out of the tank. Some particularly bad fuel tanks will only reliably allow half a tank of fuel to be used before fuel surge occurs. There are steps you can take to improve this but you'll still need to keep a litre or two in the tank at all times.
Mix your fuel up and almost completely fill the tank. See how long it runs for. As soon as you get that "restricted in the corners" feeling come in and mark the tank at the current fuel level. That's the lowest you should run the fuel level.
Regarding starting problems, 25ml of oil won't make any difference at all. In fact, I mix 300ml of oil to 5 litres of fuel and have no problems bump starting myself.
