If you can get a screw driver in try and wedge the spinning captured bolt on the tank. Otherwise cut the bolt with hacksaw. If you can't ket to the bolt you will have to smash the plastic handle first.

Replace tank, as the spinning bolt will cause trouble every time you want to take the tank out.
