£20k is nowhere near the national average wage, which is around £24k. Monthly take home pay on £19k would be around £1,100: Typical rent/mortgage £450 Council tax £100 Household insurance £30 Gas/electric bills £100 Water rates/tv licence/internet £50 Food £300 Vehicle road tax/insurance/mot/maintenance £70 Petrol £50 Total £1150
Then there are all the other things that are necessary with a family such as clothes/school uniform/school meals/family outings and holidays/household items/dental & medical costs/plus probably many things I've overlooked.
Karting is beyond the reach of somebody with family responsibilities on £20k. It can only be done by spending the child benefit and tax credits on it, which in the long run is not sensible, otherwise when the car or the washing machine/tv etc needs replacing you're in trouble.
