Hi can anyone help i have been offerd a engine electric start water cooled

it has a blue head on it and iame written on head
also tilletson carb reed vavle.
and an electric start box with red and green button

what are these engine?? are they still raced?
do they need logbooks? and how much a secondhand one worth cheers guys
