You do not do this to 'lean it off', you are doing it in order to balance the amount of air going through to suit the amount of fuel you have going through.

Basically you have selected a 'fixed size' jet which allows x amount of fuel into the engine, there is an ideal amount of air required to enable it to burn at its optimium. If you have the throttle fully open, you may have too much air for that size of jet, hence causing it to burn lean or weak. By backing off the throttle pedal slightly, you are effectively closing the opening of the mouth the carb and reducing the amount of air entering the engine, and hence approaching the correct balance/mix of air/fuel.

You would be incredibly lucky to attempt to set this on this stand and get it right. So basically, stick with it as you are doing, and test with different jets.
