First of all, we don't use them here in the uk in our senior rotax class, I think the main reason for that is cost.
Basically practice using them, very few people actually work out how to use the front brakes effectively. In the Euro Challenge I saw 3 make the most of them (out 90+ entries) consistently. Most have them but don't use them very well if at all.
So to practice just get yourself on a nice level straight, check theres no one behind you and yank them on and see what happens. And keep on doing that until you are just before the lock up point everytime your pressing them. This is all obviously while pressing the rear brake as well. Once you've got this sorted you'll be better then most, to be awesome at it you have to learn to pull the front brake harder as you slow down and weight shifts to the front and this requires a lot of feel (and bravery when you've got a corner coming at you). You might want to spend at least a whole day just practicing front brakes.
The final question, it depends on what the drivers said when he comes in, what i can see of the karts handling as its going round. There are a number of factors of which the track getting grippier is only one.
