You need to get your terms correct first.

The black flag was issued in a race (in this case a final)
Were you excluded from the RACE or the MEETING?
Depending on the championship rules, an exclusion from a MEETING can result in you having to count it towards your final score...(i.e. not drop it) however, exclusion from the RACE might mean you can still drop that round. It all depends on the club and championship regulations in force.
