We were at Wombwell and noticed a kart "running in", was that your lad?
Of course you know that rebuilt engines take a few hours to perform their best, so a first outing can't be expected to show the engine's true potential. We run our rebuilds for a good 5/6 hours before expecting anything like decent performance; some "come-on" sooner than others, seems just how it turns-out.
Make sure everything else is correct and functioning correctly. When was the last time your exhaust was cleaned out, is the carb holding pressure under test?
On a rebuilt engine, I wouldn't have used the gearing you stated. Better to let the engine rev a little more under less load than to expect it pull hard on higher gearing after a rebuild. Don't be fooled by maximum revs on the Alfano/Micron, that could be due to bounce on kerbs: look for an average.
One of our best engines was really quite poor after a rebuild: we used it at Wombwell last weekend with very pleasing results.
