If it's the ring that goes between the exhaust socket and the manifold, it's probably a deformable seal that moulds itself to the differences between the mating surfaces.
They are used in many motorcycle exhaust systems like Harleys.
Not too bad when it's on a motorcycle where the exhaust stays put for ages without being taken off but on a Rotax where you have possibly a couple or more engines and strip the kart each race, UTTER STUPIDITY!
They're about £4.50 each for a Harley so at least double that for a Rotax.
I don't know why they had to change the design of the socket, or maybe I do given what it probably costs.
What's it made of? Probably a sort of tightly compressed Brillo pad weave.
You might be able to cover it in exhaust sealant to maintain some control over its sealing properties.
In the meantime I'll do some research for you.
