Paul,
A. Minimum age for Junior X30 is 13, or year of 13th birthday if the driver has a National A license.
B. Stick with OTK (Tony/Alonso/Kosmic/...). Easy setup, parts readily available everywhere, plenty second hand, and no shortage of experience should you need advise/help in the paddock.
C. I seem to recall minimum driver weight, when kitted up, is around 42-44Kg. Minimum driver+kart is 148Kg for Juniors. Our kart alone weighs as much as cadet kart + driver. Get ready for constant achy back and arms.
D. Only way to find out is to test. Grids at PFI seem to be a mix of MXP/MXJ/Douglas in the dry for OTK karts.
E. Not many available second hand - I often wonder if the ones that show up in Marketplace are from people offloading lemons. Running in takes about 30-40 minutes spread over three practice sessions, increasing the revs each time out. Engine will be good to race after about three hours and will stay good until about 15 hours. Optional: carb diaphragm kit every three hours or so.
Biggest shock to the bank balance when moving from cadet is tyres. Komets are more durable than Mojos (we've re-used slicks over two meetings and been competitive) but we're still getting through two sets most months.
You'll probably find your driver will tire quickly for the first few months. His neck muscles in particular will take a hammering. He'll also discover tracks are a lot bumpier than in cadet, so pack some paracetamol.
