sounds to me if you have tried cleaning the carb and got the pop off right and the jet settings right then its either the carb itself is worn out or theres a fundamental mechanical problem with the butterfly not opening properly, is it loose on the spindle or rotate more than the level fully open position OR the ignition is starting to fail, change the plug cap, they just screw off, check all the ignition connections, clean the air filter element, fresh fuel with 16:1 shell advance M, get someone to check the ignition timing for you. Check the head is on at right torque, 13 ft lbs. check the barrel to crankcase gasket isnt leaking. check the flex in the exhaust to manifold isnt split. decoke exhaust. I cant think of anything else right now but the points above should find the problem.
