A comparison of port areas and port heights will show where the slow engine is being strangled by poor shaped ports.
When just 'choosing a good barrel' you are always comparing it to the best you have already.
There are variables in barrels that contain the power. # the size and shape of the transfer ports compared to the crankcase # the angles of the transfer ports # the area of the ports # the heights of the ports, compared to tdc # the surface of the cast ports # surface finish of inlet and exhaust ports
Then there are the variables of the piston/crankcases/reeds/reed cage/alignment and pressure loss at carb and exhaust system, oh and the squish band shape and size.
