They can be successfully Helicoiled and they are much better once they are.
As you say, the resale value will be affected if they are blanked off.
Welding and retapping will affect the finish and probably P you off anyway.
I do lots of them and put the coil in with Loktite to make sure it's airtight.
You need to make sure you drill and tap square to the rim surface so that the O ring seats nicely.
The ones I get for repair have usually been stripped by using a T bar, it's a 4mm thread and it has a sealing ring that doesn't need to be squashed as flat as a Yorkshireman's cap to get it to seal.
You can buy new O rings on Ebay in a bag of 100 for a few quid and replace them regularly, just make sure you order the right size.
The O ring is only being asked to hold back about 30 psi max and you can do that with your finger on a 4mm hole, so why do the retainer up to the nth degree?
Don't listen to anyone who tells you to tap them out to the next size of 5mm as there's no going back, they were designed for 4mm so they don't touch the tyre bead.
Pity you're in Cheshire, if you were in the Hertfordshire area I'd do them for nowt.
