The windings in the starters armature are shorting.
This is usually caused when the clutch holding tool is left in by accident and someone 'hangs' on the starter button wondering what the clicking noise is.
All the battery current is passed across the brushes into one winding, it can cause the button to melt and fail too, so look for any signs of melting around where the terminal enters the body of the button.
It can cause the starter to start on its own when the contacts touch.
It's not repairable but keep the bits as you may need a part like the case from it one day.
It's unusual for the bearing to seize so solid that it won't turn at all but I've seen a couple, unless the battery is already a bit flat.
The starter should be regularly cleaned and serviced.
