Not really. The problem is knowing exactly what is / was the relationship between the engine builder and the owner of the engine.
One cannot assume that simply because the engine is illegal, the owner asked for the illegal modification to be done.
Equally, one cannot assume that because the engine has been in a builder's hands that it was he who made the engine illegal.
You may think it likely, but being likely isn't the same as having proof.
But, from Talko's point of view, the builder may have a lot of clients who are quite unaware that they may have an engine that is not compliant, so they have taken the opportunity to tell people how to detect whether a particular series of non-compliant modifications have been made.
Owners then have the option of taking it up with their engine builder, and withdrawing their support if they are dissatisfied.
After all, as we know from this forum, people are quick to accuse people of cheating merely because they are suddenly doing better. Accusing someone of having a dodgy engine because they use a particular engine builder would be a given and slung mud can stick, however unfairly.
The engines could even have been legally modified for use in IKR and unwittingly / accidentally employed in MSA events.
