Faster starts and time qualifying would be the best solution, without TQ you will still have the situation of a less experienced driver starting on pole and slowing down to much for the first corner.

As for driving standards, the rules should simply be enforced. Use the black flag, apply penalties if the COC applied a zero tolerance approach im sure it would not take long for it all to improve.
