I see it like this.

Accused and aggrieved drivers are in the office.

Accused kid is asked what happened. Accused kid then lies saying he was being loaded and couldn't help firing aggrieved kid off.

Aggrieved kid only knows for certain he was shoved off because generally he won't be looking behind him.

Officials give their version of events but more often than not are unable to accurately state what happened due to not looking at precisely the correct time in precisely the right direction.

Result is that no action can be taken and there is inevitably bad feeling.

Blaming the parents for bad parenting isn't the answer. The reason most of us get annoyed is because we do NOT have endless pots of money to repair the kart when offender x fires us off for the 3rd time that season.

Although loading(ramming) occurs throughout the race, the problem has been identified as problematic at race starts. So if not technology, how about drafting in additional Marshall's, from signed on pg license holders for example, to observe the starts. Anonymously if necessary, to then act as witnesses. Just a thought.
