No it's a gear ratio. It can be argued that there is less friction with contact area for a smaller sprocket but the counter argument is that the chain is turning through a greater angle. On the smaller sprocket. Either way minimal.
One bonus of running smaller sprockets is less likely hood of clattering your sprocket on the ground or kerb.
Go take a look at the apex of tight right hand corners on circuits where 82 or 84 plus size sprockets are used and on many you will see the tell tale markings of chain on the ground
