Don't let him 'cover the brake'!!!!! If, by that you mean, he was driving round with the brake slightly pressed, that's a Gig NO, NO!
That's NOT how to make the kart move slower..... it'll burn out the brakes, damage the clutch and, highly likely, the engine too.
As a broad-brush rule NEVER press both pedals at once. Basically, when one pedal goes down, the other comes UP. That's not precisely true throughout his racing career BUT at this stage, that HAS to be the ABSOLUTE RULE!!!!
If he was doing this in the car park, no wonder you have problems now.
Finally, car parks are for parked cars..... and they do not mix well with karts and kids. The things that can hurt him there are in the hundreds: stick with driving at a proper track for his safety.

Tell us where you are and someone here will probably volunteer to come round and have a look at it or they may be close enough for you to take the motor to them. We karting people are 'nice' (except me!)!
