Wow...like Nigel says leave the seal on & it will only be around£100...for that a builder will have to split the eng So a couple of hrs work plus the seal/gasket etc.if not its going to cost more in the long run,bcs the eng will be worth nothing without seal on!
If seal is off its a full build,even if no new bits goes in it..only a gasket set & water pump seal..it's around 4hrs of full build plus measuring every part bcs his name goes on card!

Just my thought & opinion.. bcs I'v had to get one done once in "10 years of rotax racing"
And I dont know..or have nothing to do with "Racinstructor"
If you go down tkm road Ok! but you will have to get it buil 4-5 times to 1 rotax! Work the maths no much different in the long run!
