The length of chain (itself) makes no appreciable difference in performance. Obviously, the longer the chain the heavier and the more mass there is to accelerate and decelerate but the amount is minuscule in the 'real world'.

The main effects are 'at the limit' ... too short and there will not be enough chain wrapped around the driving sprocket, too long and the amount that the chain can 'wobble' will increase the chance of a chain failure or 'fall off'.
