Surely you have to start somewhere and using the MSA rules as a basis is a sensible option.
Not being subject to decrees from a governing body allows the meeting organisers to implement and adapt the rules as they see fit, or more importantly, to meet the demands of the majority of the participants.
As long as the IKR organisers continue to listen and evolve their 'rulebook', then IKR racing will continue to flourish. If they don't, then you are just replacing the MSA with another similar body - for better or worse.
As has been suggested before, perhaps there is a place for two separate organisations to govern karting in the UK. IKR could realistically run club level meetings, with the MSA being responsible for organising regional or national level meetings.
The majority of karters in the UK seem to want fair and even racing, whilst discouraging the cheque book approach. The big question is how do you do that without enforcing a complex rule framework ?
