Everyone understands the frustration of being disadvantaged in this way but spare a thought for the officials. The Starter has to make a judgement way before the start line and to let the race run. There will always be issues with hesitation, bogging and loading. Many's the time we've crossed the start line with rear wheels in the air at the front and unable to manage the pace or simply bogged and lost out. That's racing. The Clerk can review the data of course,and reasonably calculate what would be a kart length gap and take advice from the Starter and observers. But to simply penalise P2 for crossing the line first would be wrong in my opinion without context. Whilst I understand the frustration, I wonder how parents would feel if their kid was penalised when they maintain they were being loaded or P1 simply bogged or less experienced drivers hesitated in heats where they're at the front? Difficult, but have trust and faith that the officials try to make the right decisions based on the facts and context.
