Despite their being apparently good reasons for these rules/regs to exist, people looking to enter the sport and people leaving it are all saying the same thing:

ARKS pack/test is too expensive
Drivers Kit is too expensive
Too much regulation

We all accept that it's expensive and for those at national level, these costs pale into insignificance. But for those that race once or twice per month, these costs add a significant amount to the required budget and the unnecessary regulation takes away the enjoyment. People aren't "just whinging" as they have left or not entered the sport.

The Rotax engine package is now very cheap to maintain. Spares cost more than they "should" because of the "cost" of sealing etc. The benefits of sealing can be discussed elsewhere. The TKM engine package is cheap. The Honda Cadet package is cheap. Hopefully the IAME will be too. Where can costs be cut:

Tyres
Chassis
Helmet Regs
ARKS Pack/Test cheaper and revised (if needed at all)
Medicals
Scrap the PG licence

Over-regulation takes away the enjoyment factor and adds stress to the weekend. I suggest:

No safety scrutineering.
Driver signs to say kart complies and hands in scrutineering card before practice.
Scrutineers/Grid Marshals can check kit before and after the race if preparation appears to be lacking.
Signing-on on Saturday morning covers the Sunday as well.
No appeals at club level.
CoC decision is final, but DSQ's can be dropped in club championships.
Scrap the PG licence.
Remove overly restrictive class regulations
