For precision.....it is not axle stiffness that I think makes no difference, it is axle hardness!!
So far as axle length is concerned, I don't believe that unused axle overhang can make any difference to handling, but I think it IS possible (although unlikely) that it may be a contributory factor in hopping. If hopping involves axle flex, then the unused overhang of axle would be like an out of balance weight swinging around on the end of the axle, which could make it worse.
