You must be reading a different rule book to me, SimonS - 14.4.2 doesn't say any such thing!
14.5 says: 14.5. Drivers must use the track at all times. For the avoidance of doubt: (a) the white lines defining the track edges are considered to be part of the track but the kerbs are not, and; (b) a driver will be judged to have left the track if no part of the car remains in contact with the track. (c) Repetition of serious mistakes or the appearance of a lack of control over the car (such as leaving the track) will be reported to the Clerk of Course and may entail the imposition of penalties up to and including the exclusion of any driver concerned.
Which says to me, that 3 wheels over the line is still on the track, and is OK! Which is clearly contradictory to the one wheel off track rule!
"It is no more contentious than the fact that there are regulations about the use of rear view mirrors in circuit racing that don't apply to karting." What on earth has that got to do with it? The karting rules don't say that the mirror rules apply, but they DO say that 14.5 applies!
