Club100 employ test drivers at racedays. These test drivers take all the karts out and check they are within a certain threshold of a benchmark time. Any karts that aren't within this threshold are 'tuned' (carbs adjusted, pressures changed etc) until they are within this threshold. If the kart still doesn't meet the target time then it is removed from the fleet for the day.
You can even ask for your kart to be tested by the testers to make sure it's within the threshold and if it isn't then they'll replace it.
It's costly to do this but neccesary to attract the kind of people that can notice the difference between karts (i.e most of us...)
DMax don't do this at all and as such their fleet varies dramatically. easily over a second from worst to best in my experience in Dmax.
