In my opinion, they have little effect but there is SOME effect. In my opinion, the effect is wildly overrated by many people but I would NOT say they have zero effect: it's just quite small.
To complete my view on this, I'd say that karters can get wildly confused by the amount of effect that JUST changing the material or stiffness of the seat will give them. In many cases, I suspect the minor differences they manage in mounting the second 'stiffer/softer' seat (e.g., 1cm forward, upward, rotated, etc.) cause MUCH greater effects through changes in the weight distribution than the effect they get from the 'stiffness change'. They then 'read' this change in handling as being some magic property of the seat stiffness rather than their imprecise mounting of the seat! I can't PROVE any of that but that IS my opinion!
