If it hasn't been left too long and is just a bit gummed up, you can usually free the stuck needle by poking something like a small Allen key up through the hole in the base of the carb to manually free the needle (by lifting the diaphragm and needle from it's seat). Just push through the hole so you can feel it pushing up on the diaphragm a few times, then see if it pumps fuel up. Assuming you haven't got a clutch, take the spark plug out, fully choke the carb and turn the engine over - if it's now working you will see fuel pulling through the fuel pipe.
