In addition to what Alan said, if you take the airbox off you can see the slide operating in the front end of the carb (not with the engine running). When the accelerator is off (ie no driver) there should be just the tiniest bit of slack in the cable just behind the pedal. The slide in the carb should be almost completely closed, perhaps a 3-4mm gap at the centre line of the carb. When you press the accelerator by hand to fully open (ie it hits the stop) then all of the slide should have just disappeared above the carb aperture.
If the cable does not operate smoothly eg slow or sticky or tight, best to try replacing the cable first - if that doesn't cure it then replace the outer sleeve as well. These are relatively cheap spares.
