The trouble is that one of the biggest obstructions to MSA karting seems to be the getting of the initial licence, so making it more difficult, more expensive and more time consuming to obtain a licence will simply reduce the numbers who bother to apply.

Why would the need to do some marshalling make obtaining a licence more expensive except in terms of a bit of time ? and it is a great place to get up close to the action and racing.
