The trouble is that one of the biggest obstructions to MSA karting seems to be the getting of the initial licence, so making it more difficult, more expensive and more time consuming to obtain a licence will simply reduce the numbers who bother to apply.

There are special conditions that apply to NATSka that make it possible for them to apply the rule though that would be difficult for MSA karting as a whole.

I agree that drivers should do a stint of marshalling or observing, but this is a club issue, not an MSA issue.

One of the forces behind the drop in club numbers and MSA drivers is the fact that in many case non-MSA karting requires no involvement from the drivers. It's not an exclusive attitude, if one takes Forest Edge for example, it's the same 15 people who do all the work, while the other 'club members' etc are only interested in how quickly they can get away from the track.
