I had a similar problem when running in a new engine and it turned out that i had fitted the airbox inlet trumpet in the wrong way. I read the instructions and as it didnt seem to give any particluar info on which way it went i just fitted it the way it seemd most logical. When fitted the wrong way it just would not go past 12,400 revs, no matter what i did. Swap it round and hey presto full revs. i know it sounds weird but it definately does cause that strange phenom. Hope that helps.
