Your solution is even more draconian! You suggest it would be wrong to target the ones who may be 'innocent' with 'my' method...... but YOURS punishes EVERYONE: the guilty, the innocent and even those who had half-stalled on the start line and were now 100 metres behind the 'incident'!

By all means, object to my suggestion becasue it might be difficult to enforce but not that it may 'punish the innocent' when your method is GUARANTEED to punish ther innocent.... mine only MIGHT catch the innocent!
