The example above is one of the more simple, you can see who is at fault. My point was simply that, in the case of loading, it's usually a combination of drivers at fault, not just the one at the back (he's just the easiest to spot).

Get a line of ten karts. If rows 2, 6 and 10 were all loading up those in front, aside from the pole man (no punishment) and row 10 (punihsment), what punishment would each driver in between get? How could you tell those who were complicit and those that were innocent bystanders apart?
