Except the drivers in the field are still in the field. We need a wholesale change of attitude that says falling off or punting off at the first corner/lap (and generally thereafter) is not acceptable.
In the example above, look at the guy in the orange helmet (just behind the main culprit). I have no idea who he is, and he certainly did nothing wrong, but he went from mid/back of the pack to first in one corner because the guy in front loaded them up. He's innocent, but no more desrving of all those "free" places than the culprit himself. Your solution says he keeps that position, my solution says he doesn't since the race is stopped there and then.
I could even be willing to give them one restart (some starts are just clumsy) if you think no restart at all is harsh.
