That's too draconian!

You would be punishing the innocent as well as the guilty! The innocent could then think.... 'S*d it! I get penalised if I punt or or not.... so.... why SHOULDN'T I punt the man in front?....'

Punish the guilty severely and CONSISTENTLY no matter WHO they THINK they are! Two seconds worth of 'replay' shows you who they are.....

The idea is to make the guilty think: "well.... THAT didn't work, did it!"
