Sadly, the MSA bottled it, and changed the rules to allow corner cutting/kerb riding. You only need a bit of one tyres contact patch (usually the outside rear) to be inside the white line to be legal.
As for penalising contact driving, I think thats the wrong approach! It's cause and effect. Weaving/blocking makes it harder to overtake, so then the inevitable contact takes place. Penalise only contact driving, and not those guilty of blocking, and you will finish up with boring overtake-less racing.
