Minis and juniors are sort of incorrectly named. Should it not be junior light and junior heavy? Refer to the red health visitor book (if you still have one) the weights and ages are there and it is quite interesting. The MSA are right in that they have set a weight for chassis and kart with no weight to hit the 50th centile (centre point of standard distribution curve of healthy weight) but you then have 1/2 eating to make weight, the other 1/2 being careful to loose weight. Needs some thought.
