It's no good choking an engine with the throttle shut as it will not have any effect except suck on your glove.

The throttle need to be open to, as it says, 'choke' as in a cold start, to draw a rich mixture in with lots of lube.

So many people close the throttle then choke the engine, which doesn't do a lot.

Teach the bairn to choke it correctly by sitting them in the seat and doing it in simulation mode and it should become automatic to them.
