Why choke Comer W60's?

I have been told two different reasons for choking a Comer engine: first that some engines are being run so lean that they need the extra shot of rich mixture not to seize and second that the rich mixture momentarily cools the internals which gives an slight boost in power. Which is which and when would you do this (before, on or at the end of a straight)?
