The latest issue of Motorsport now (Autumn 2010) contained the latest changes to the rules.
Raising the entry age limit for juniors to 12 was a proposal but has not been implemented. You can still move to juniors from your 11th birthday. They have changed the minimum driver weight for some junior classes and this could impact on a few very light drivers.
As for Super cadets I would say that you will not be able to switch once you have raced as a junior. The rule 15.1.4 says that a driver may stay in the class until the 31st december of their 14th birthday but may not move to a junior class before their 11th birthday. the reason given is to split the current cadet Class. This would suggest that Super cadets are still considered a cadet class rather than a junior class and, unless there has been another rule change, once you race as a junior you can not go back to cadets. Maybe that will also mean that super cadets have to use the CMR helmets. Maybe GrahamS will be able to confirm how this will work.
