The checks are the same throughout the 2 stroke world....

1) Spark
2) Fuel
3) Non-flooded engine
4) Compression
5) Timing
6) More subtle stuff....

So.... move to stage 3 and clean out the (possibly) oil filled crank case, barrel and head. Check to see if the plus comes out 'wet' afetr any attempt at starting. If it's wet without you using choke.... it's flooded! Try smelling the exhaust pipe, too. If it smells STRONGLY of petrol.... it could WELL be flooded!

You could also try checking that the spark plug is NOT breaking down under compression by trying a new, pre-warmed one.
