I have raced TKM karts for 6 years at club and then later national level.
Whilst i would tend to agree with Traxtar in that the best drivers lock their brakes, i would say that actually the best drivers will hit the brakes and reach that absolute limit of adhesion on the rear tyres, up to the point of threshhold braking, whilst never going over that limit.
Quite honestly, i only completely lock my brakes if im on cold tyres, or im just having a bit of fun with the kart :). I try at least to do what i explained above, reaching that absolute limit without going over it to achieve the shortest braking distances.
