The sticking point is obviously whether karters (at the limit of performance) regularly and deliberately lock-up (in Itpro's case doing so at high frequency).
Personally, I think max braking is achieved not by locking but by reducing wheel speed to somewhere less than road speed. Secondly, I think karters do use the brakes to pitch the kart into the corner, they may momentarily lock to achieve this, but most likely don't when at the limit of performance (although they may lock regularly but not purposefully with little time loss). If they do lock momentarily, it will certainly only be at the point they've got all their slowing up done.
Finally, the rapid falloff in grip when operating a tyre "over the edge" is probably interpreted as locking up without ever being so.
