jackco, to answer your question... you will not get much in the way of discounts from dealers as they make very little margin on the sale of a new Rotax Max motor. Before you guy, try a few of the more reasonably priced authorized resellers such as Dartford Karting, Spellfame etc... for comparison.

I would advise buying new rather than secondhand if you have the funds available. A short engine makes sense if you've got all of the ancillaries from your existing motor.
