Cadet karts are designed to run at a certain weight limit. If you are small and 5kg below you will certainly get a lot of oversteer.

Raising the seat will help. You could also buy a larger fuel tank and always run with it full.

Sounds like your lad is still quite young so also remember that Cadet race order usually runs by age with only a few exceptions. You need to view it as a 5 year mission rather than expecting your lad to be competive right away.
