As all barrels have to conform to the same regs and the same gauges are used, irrespective of cast or machined, a good barrel is a good barrel or...a well built motor is a well built motor.
The change to machined liners was to improve consistency so most 'new' barrels will be as good as the best - not always the case for cast barrels. But still depends how it's put together. Well that's the theory anyway :)
Generally a motor consisting of brand new parts is potentially better (when run in) than an 'old' one due to lack of component wear - crank journals etc. Can't speak from personal experience though as we never had a new motor or a new barrel and ran 27 series and 41 series that weren't too shabby :)
