If you can 'hold pressure' with the needles closed, it's unlikely to a a fault with the adjustable needles (taps).

What you are actually testing is that the 'automatic' needle controlled by the 'rubber bellows' is 'holding' (very dumpy-shaped needle, INSIDE the carb) and that the spring which keeps that needle closed (via the lever) is set to the right tension.

If it won't hold pressure, then either that needle/seat has a problem (usualy caused by dirt in the seat/needle) or the seat/needle is damaged (rarer). You also may have a gasket leak.

Rebuild the carb again while using a compressor to blow things cleanm in a CLEAN environment! If you don't have a compressor, go to a camera shop and buy a 'cannister' of compressed air. The pressure is lower but it will help!

If not, get it rebuilt by a professional.
